I recently had this problem with a 69 Dart...
after crawling into the trunk compartment a couple times to unbolt the latch...
I found that either the latch or the area on the deck lid where it mounts was bent such that the latch hit the catch rod at an angle and would pinch causing a binding condition.

A slight bending adjustment by grasping the latch with a pliers and pushing it toward the front of the car solved the problem.
